Major Counter-Insurgency Operation in Manipur

In one of the most high-stakes operations in recent times, security forces comprising the Central Reserve Police Force (CRPF), its elite CoBRA commandos, and Manipur Police commandos raided a designated Kuki insurgent camp in Manipur, arresting 17 men who were allegedly posing as registered insurgents.

The operation targeted Sinai Camp, a designated facility for Kuki insurgent groups operating under the controversial Suspension of Operations (SoO) agreement. Under the terms of this pact, designated insurgents are required to stay put in specific camps with their weapons kept in dual-keyed, locked storage monitored by a joint monitoring group that includes military representation.

According to the Manipur Police, the arrested individuals included eight men falsely posing as members of the Kuki National Army (KNA) and nine claiming affiliation with the Kuki Liberation Army (KLA). Investigators revealed that the suspects used false identities to bypass camp verification protocols.

Seizure of Arms and Ammunition

During the raid, security personnel recovered a substantial cache of weaponry and combat gear from the camp. The seized items include:

* 24 firearms * 38 magazines * A large quantity of live ammunition * Explosives and explosive substances * Wireless communication devices and tactical combat gear

A formal case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita, the Arms Act, the Indian Wireless Telegraphy Act, and the Explosive Substances Act. The suspects were produced before a local court and remanded to eight days of police custody, with mandatory medical examinations completed.

Growing Scrutiny Over SoO Agreement

The raid marks the first major security operation conducted directly inside a designated SoO camp since the outbreak of ethnic violence in Manipur in May 2023. The incident has intensified political and public scrutiny regarding the implementation and monitoring of the ceasefire agreement, which has faced mounting criticism over allegations that some groups have misused the arrangement.

Under the existing SoO framework, over two dozen insurgent groups negotiate under two primary umbrella organizations: the Kuki National Organisation (KNO) and the United People's Front (UPF). Registered members residing in designated camps are allotted a monthly stipend of approximately Rs 6,000 intended for rehabilitation purposes.

Senior law enforcement officials stated that the ongoing investigation will probe potential internal complicity, examining whether any genuinely registered insurgents stationed at the camp aided the impersonators. Further operations and verifications across other designated camps in the state are expected as security agencies tighten oversight in the region.
