Reshaping Mumbai's Aviation Landscape

In a major operational overhaul designed to alleviate severe capacity constraints, India's leading carriers—IndiGo and the Air India Group—are set to progressively shift selected domestic and international flight operations from Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) to the newly developed Navi Mumbai International Airport (NMIA). This strategic transition marks a decisive step toward establishing a robust dual-airport system for the Mumbai metropolitan region.

Following nearly a year and a half of intensive consultations between airport operators and airline executives, the phased relocation plan has been finalized. The move aims to clear the path for the extensive redevelopment of CSMIA’s Terminal 1, while simultaneously allowing airlines to expand their international networks as Navi Mumbai scales up its operational capabilities.

Timeline and Phased Transition

The transition will roll out in carefully synchronized phases over the coming months and years:

* December 2026: Air India Express initiates operations at NMIA with four daily domestic flights. * January 2027: Air India Express begins the phased transition of its West Asia operations, encompassing key routes to destinations such as Jeddah, Riyadh, Dammam, Doha, Muscat, and Sharjah. * February 2027: IndiGo commences international operations from NMIA, transferring 12 daily international departures from CSMIA and initiating a new daily service to Kathmandu. * July 2027: IndiGo's network at Navi Mumbai is targeted to reach 12 destinations, supported by the necessary domestic connectivity feeder flights.

Final operating dates and specific schedule adjustments remain subject to final project coordination and regulatory approvals.

Unlocking Capacity and Modernizing Terminal 1

The primary catalyst for the migration is the urgent need to modernize and expand CSMIA Terminal 1. The comprehensive redevelopment project, targeted for completion by 2030, is projected to boost the terminal's annual passenger-handling capacity from 15 million to 20 million—a substantial 33 percent increase.

Upgrades will include state-of-the-art passenger facilities, advanced security infrastructure, automated digital processing systems, and enhanced operational efficiency. During the initial phase of redevelopment, approximately five million passengers will be transitioned to NMIA. This accounts for roughly 9 percent of CSMIA's total annual traffic of 55 million passengers, ensuring that 91 percent of operations continue seamlessly out of the primary Mumbai hub.

Strategic Growth for Carriers

For IndiGo, freeing up slots at CSMIA creates critical capacity to introduce new international services spanning Asia, Africa, and Europe throughout 2027. The airline plans to leverage its rapidly expanding Airbus A320 and A321 fleet, alongside long-range A321XLR aircraft, to capture surging travel demand.

Concurrently, Air India Express will consolidate its footprint in West Asian markets through NMIA, subject to final clearances for planned services such as Kuwait. As Navi Mumbai International Airport comes online, aviation analysts note it will fundamentally transform the financial and operational dynamics of commercial aviation in western India.
