Government Announces Relief Ahead of Festive Season

In a move that will bring financial cheer to millions ahead of the festive season, the Union Cabinet has approved a three percent increase in the Dearness Allowance (DA) and Dearness Relief (DR) for central government employees and pensioners. The decision elevates the allowance from 60 to 63 percent of the basic pay, providing crucial monetary relief against rising living costs.

The announcement comes just over a week before Diwali, with the revised rates officially applicable from July 1 of this year. According to official estimates, approximately 48 lakh central government employees and 68 lakh pensioners stand to benefit from this latest adjustment, which aligns with established formulas based on Seventh Pay Commission recommendations.

Understanding Dearness Allowance and Calculation

Dearness Allowance functions as a vital cost-of-living adjustment mechanism designed specifically to safeguard the purchasing power of fixed-income earners against inflation. Calculated directly as a percentage of basic pay, the allowance undergoes revision twice a year—typically in January and July—based on the Consumer Price Index for Industrial Workers (CPI-IW) compiled by the Labour Bureau.

The calculation for central government employees is governed by a standard formula factoring in the 12-month average of the All-India Consumer Price Index for Industrial Workers. Over recent years, the progressive upward trend in DA reflects sustained adjustments to counter economic shifts, moving steadily from 46 percent in July 2023 to the current 63 percent.

Implementation and Arrears

With the hike officially effective from July 1, eligible central government employees and pensioners will see enhanced figures reflected in their upcoming salary and pension disbursements, inclusive of cumulative arrears accumulated over the preceding months.
