Diplomatic Engagements Underway

New Delhi — Bangladesh Prime Minister Tarique Rahman is expected to travel to India in late November or early December, as both neighboring nations engage in high-level diplomatic discussions to renew the vital Ganga Water Sharing Treaty, which is set to expire on December 12.

While official confirmation regarding exact dates remains pending from both New Delhi and Dhaka, diplomatic sources indicate that the timing of Rahman's visit heavily depends on the successful conclusion of the water-sharing negotiations. The Tarique Rahman administration is reportedly keen to position the treaty's renegotiation as a major diplomatic achievement.

Water Resources Minister Shahiduddin Chowdhury Anee earlier emphasized that finalizing a renewed accord before the expiration deadline remains a top priority for Bangladesh. A key objective for Dhaka in the fresh talks is the restoration of the guarantee clause featured in the original 1977 agreement.

The landmark Ganga Water Sharing Treaty is a 30-year bilateral pact initially signed on December 12, 1996, by then-Prime Ministers HD Deve Gowda and Sheikh Hasina. The agreement regulates the sharing of Ganges River waters at the Farakka Barrage in West Bengal throughout the lean season, spanning from January 1 to May 31 annually.

Meanwhile, India's High Commissioner to Bangladesh, Dinesh Trivedi, affirmed that New Delhi's invitation for Rahman to visit remains fully valid, noting that there is no rush to finalize the itinerary prematurely.

Upcoming State Visit to Japan

Ahead of potential discussions in New Delhi, Prime Minister Rahman is scheduled to embark on a four-day official visit to Japan next week, running from October 26 to 29. The upcoming trip marks his fourth major international tour since taking office, following official visits to Malaysia, China, and the United States for the United Nations General Assembly.

At the invitation of Japanese Prime Minister Sanae Takaichi, Rahman aims to deepen bilateral ties and bolster economic cooperation. According to Asad Alam Siam, Bangladesh's Foreign Secretary and High Commissioner-Designate to India, the two leaders are slated to hold formal bilateral talks in Tokyo on October 27, followed by an official luncheon hosted by the Japanese premier.

Economic Partnerships and MoUs

During the Tokyo visit, Bangladesh and Japan are projected to sign more than four Memorandums of Understanding (MoUs) and issue a comprehensive joint statement charting the future course of bilateral relations.

The proposed cooperation frameworks cover a broad spectrum of sectors, including:

* Agriculture and fisheries development * Human resource enhancement and skills training * Civil aviation and bilateral trade * Environmental conservation and local government modernization

As part of his itinerary, Rahman is also scheduled to tour key industrial and energy installations, including a liquefied natural gas (LNG) terminal, a power plant, a nuclear facility, and a Toyota manufacturing plant in Nagoya. Furthermore, the Bangladesh Prime Minister is set to deliver the keynote address at the upcoming Japan-Bangladesh Economic Forum.
