Enhancing Regional Mobility and Security

THIMPHU — The infrastructure connecting India and Bhutan has taken a significant leap forward with the inauguration of a new immigration terminal at the Gelephu Mindfulness City (GMC). The newly opened facility introduces automated e-gates designed to streamline border crossings for eligible Bhutanese and Indian nationals through advanced biometric verification.

Dasho Dr. Lotay Tshering, Governor of GMC, officially inaugurated the terminal during a high-level ceremony attended by regional dignitaries and officials. The project marks a milestone in the phased development of the Gelephu Mindfulness City, engineered specifically to accommodate the steadily increasing volume of cross-border traffic and commercial movement.

"The terminal is not merely a physical structure," Governor Tshering stated during his inaugural address. "It will play an important role in maintaining records of cross-border movements and strengthening security. It will also help us better monitor the movement of people across the border."

Funding Operations and Maintenance

To ensure the sustainability of the advanced technological infrastructure, the administration announced the implementation of a nominal service fee for travelers utilizing the automated e-gates.

Acknowledging that administrative fees can face public friction, the Governor appealed for understanding and cooperation. "We understand that the introduction of a fee may not be welcomed by everyone. However, maintaining quality facilities and delivering efficient services require resources," he said, emphasizing the long-term benefits to regional mobility.

Currently, the automated e-gates cater exclusively to Bhutanese and Indian nationals. Authorities have confirmed that biometric clearance facilities for third-country nationals will be integrated in subsequent phases, developed in close coordination with relevant agencies of the Government of India.

Expanding Bilateral Railway Connectivity

Beyond the immediate launch of the border terminal, cross-border infrastructure initiatives between New Delhi and Thimphu are accelerating rapidly. India is currently advancing major railway connectivity projects aimed at deepening economic integration, bilateral trade, and sustainable tourism.

To fast-track implementation, the strategic Kokrajhar-Gelephu rail link has been formally designated as a Special Railway Project, expediting land acquisition and administrative clearances. Under the financing model, the Indian Ministry of Railways will fund all infrastructure works on the Indian side, while the Government of India will support the Bhutanese portion under Bhutan's 13th Five-Year Plan.

The broader connectivity blueprint encompasses two major routes:

* Kokrajhar-Gelephu Line: A 69-kilometer link connecting Assam in India with Bhutan's Gelephu. * Banarhat-Samtse Line: A 20-kilometer link connecting West Bengal with Bhutan's Samtse region.

With a combined estimated investment of Rs. 4,033 crores, these railway networks are expected to provide a transformative boost to bilateral commerce, tourism, and people-to-people exchanges, underscoring the enduring strategic partnership between the two nations.
