CHSE Odisha Mandates November 30 Deadline for CCTV Compliance Ahead of 2027 HS Exams
The Council of Higher Secondary Education Odisha has set a November 30 deadline for affiliated institutions to install surveillance systems for the 2027 exams.

Strict Surveillance Measures Implemented
The Council of Higher Secondary Education (CHSE) Odisha has issued a strict directive mandating all affiliated higher secondary schools and colleges to ensure the complete installation and operational readiness of CCTV surveillance systems. This move comes ahead of the Annual Higher Secondary Examination (AHSE) 2027, aimed at ensuring a smooth, secure, and transparent conduct of the statewide tests.
According to an official notice released by Examination Controller Dr. Prasanta Kumar Parida, institutions have been given until November 30, 2026, to finalize these security arrangements and update the required CCTV-related information on the SAMS e-Space portal.
Scope of the Directive
The mandatory compliance applies across a wide spectrum of educational institutions operating under CHSE Odisha. This includes affiliated higher secondary schools, composite colleges, government SSD higher secondary schools, government vocational higher secondary schools, upgraded government higher secondary schools, and self-financing higher secondary schools.
Under the guidelines, surveillance cameras must be strategically installed across crucial zones, including all examination halls, individual classrooms, and Examination Management Hub (EMH) strong rooms where question papers are stored.
Technical Specifications and Requirements
Educational institutions designated as Examination Management Hubs or test centres—as well as those applying for new centre status—must adhere to strict technical infrastructure standards. The mandatory setup includes:
* Digital Video Recorders (DVR) or Network Video Recorders (NVR) from trusted brands such as CP+, Hikvision, or equivalent. * Insta Cloud service integration. * A dedicated high-speed internet connection with a minimum bandwidth of 50 Mbps. * A dedicated static IP address. * Registered Insta Cloud serial numbers. * High-definition cameras matching CP+ or Hikvision standards.
Authorities have instructed school managements to rigorously test all camera systems and ensure they remain fully functional starting from the day question papers are received in strong rooms through the final day of examinations.
Penalties for Non-Compliance
The council has adopted a zero-tolerance policy regarding infrastructure delays. Institutions that fail to install and operationalize the mandated CCTV network will face severe repercussions, including the immediate cancellation of their examination centre status for both theory and practical papers. Furthermore, the council will officially report defaulting institutions to the state government for appropriate disciplinary action.
