Supervisory Failures Prompt Swift Action

AGRA: In a stern administrative crackdown, the Election Commission of India (ECI) has ordered the immediate suspension of six officials—including four police personnel—following severe operational lapses during the Agra Division Teachers' Constituency elections held on October 23.

The punitive measures were instituted based on a comprehensive inquiry report submitted by the Divisional Commissioner of Agra, who also serves as the Returning Officer for the constituency. Alongside the suspensions, the poll panel has mandated formal charge sheets for the delinquent officials, while disciplinary proceedings have been initiated against an additional 21 polling personnel.

The ECI's decisive intervention coincided with a scheduled re-poll conducted at polling stations numbered 20, 21, and 26 for the biennial Uttar Pradesh Legislative Council elections.

Uncompromising Stance on Dereliction of Duty

Expressing deep dismay over the breakdown in administrative oversight, the Commission issued an uncompromising statement regarding supervisory accountability.

"With utmost concern, the Commission has observed that the officers entrusted with supervisory responsibilities failed to ensure effective supervision and maintain proper control within and in the vicinity of the polling stations," the ECI noted. "Such dereliction of duty on the part of officers holding supervisory positions is viewed seriously and cannot be condoned."

Breakdown of Suspended Personnel

The targeted officials span various administrative and law enforcement branches:

* Polling Station No. 21 (Kshetra Panchayat Office, Saiyan): Suspended personnel include Sector Magistrate and District Khadi and Village Industries Officer O.P. Chak, Crime Branch Sector Police Officer Inspector Harisharan Singh, and Sub-Inspector Sandeep Kumar of Etmaddaula Police Station. * Polling Station No. 26: Suspended officials comprise Sector Magistrate and Regional Forest Officer Vishal Rathore, Additional Inspector Purushottam Pal of Fatehabad, and Sub-Inspector Sumit Tyagi of Ekta Police Station.

Strict Deadlines for Disciplinary Proceedings

In an official communication addressed to the Chief Electoral Officer of Uttar Pradesh, the ECI has laid down strict timelines for the legal and administrative follow-up.

The competent authorities have been instructed to draft formal charge sheets for the six suspended officers and submit them to the Commission for vetting within a strict 10-day window before formal issuance.

Furthermore, broader departmental proceedings have been ordered for 21 additional staff deployed at polling stations 21 and 26. This secondary cohort includes two presiding officers, three polling officers, five head constables, and eleven constables.

The biennial elections encompass 11 Legislative Council constituencies across Uttar Pradesh, consisting of five graduate and six teachers' seats, with a total of 152 candidates contesting the polls.
