Centre Unveils New Guidelines to Involve Student Teachers in National Adult Literacy Mission
Union Minister Jayant Singh has released new guidelines empowering student teachers to drive the ULLAS adult literacy programme across India.

Empowering Student Teachers for Nation-Building
In a decisive push toward universal literacy, the Union Ministry of Education has released comprehensive new guidelines aimed at integrating Teacher Education Institutions (TEIs) into the national adult literacy framework. Union Minister of State for Education Jayant Singh officially launched the framework, which aligns closely with the objectives of the National Education Policy (NEP) 2020.
The newly introduced guidelines are structured to mobilize student teachers enrolled in National Council for Teacher Education (NCTE)-recognised programs—including BEd, MEd, BPEd, and MPEd courses—to actively participate as volunteer educators under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative, also known as the New India Literacy Programme (NILP).
Highlighting the transformative potential of the initiative, Minister Singh noted that the framework not only promotes adult literacy but also works to restore dignity and confidence among learners, while providing student teachers with hands-on experience in community engagement and nation-building.
Structure and Incentives Under the ULLAS Framework
Under the newly minted operational guidelines, each participating student teacher will be assigned the responsibility of facilitating literacy and official certification for five to eight non-literate learners within their communities. To recognize their contribution, academic credits will be awarded upon the successful certification of the learners under their guidance.
The framework is the result of extensive consultations led by the Department of School Education and Literacy (DoSEL) with key academic and administrative stakeholders. It clearly delineates the roles and responsibilities of various agencies, including the NCTE, NCERT, the Centre for National Centre for Literacy (CNCL), State Councils of Educational Research and Training (SCERTs), District Institutes of Education and Training (DIETs), and State Literacy Mission Authorities (SLMAs), to ensure seamless grassroots execution.
A Mass Volunteer Movement
Designed for adults aged 15 and above who missed formal schooling, the ULLAS initiative operates through both online and offline channels to maximize accessibility. The program relies entirely on a volunteer-driven model, drawing participants not only from TEIs and higher education institutions but also from civil society organizations, the National Service Scheme (NSS), the National Cadet Corps (NCC), and the Nehru Yuva Kendra Sangathan (NYKS).
Additionally, grassroots workers such as Anganwadi and ASHA personnel, homemakers, and local community members are encouraged to contribute to the mission, transforming adult education into a widespread social movement across the country.
