Crackdown on Narcotics Syndicate

In a decisive blow against organized narcotics networks, the Himachal Pradesh Police have executed a major financial crackdown, seizing residential properties and assets valued at over Rs 1 crore linked to a convicted drug trafficker currently serving a prison sentence.

The decisive enforcement action follows a comprehensive financial investigation that traced assets acquired through illicit narcotics trafficking operations in the region. Authorities have formally taken possession of multiple properties, household goods, and vehicles belonging to the convict and her immediate family members.

Breakdown of Seized Assets

According to official police statements, the seized assets include a residential property valued at approximately Rs 62 lakh located in Chhanni village within the Indora Tehsil of Kangra district, officially owned by the primary convict, identified as Dalviro.

Further extending the financial investigation, law enforcement officers also seized a second residential building in the same village—along with its internal furniture and household appliances—collectively valued at over Rs 32 lakh. This property was registered under the name of Mithun, son of the convicted trafficker. Additionally, a Maruti Suzuki passenger vehicle valued at Rs 6.98 lakh, belonging to Gharo Devi, the daughter of the accused, was confiscated as part of the proceedings.

Origins of the Investigation

The financial sweep is rooted in a historic narcotics case filed under the stringent Narcotic Drugs and Psychotropic Substances (NDPS) Act on May 30, 2017. Dalviro was originally apprehended by local law enforcement in Indora in possession of 6.5 grams of 'chitta'—a heavily adulterated and potent form of heroin that has plagued local communities.

Following a protracted legal trial, the court sentenced the accused to 10 years of rigorous imprisonment alongside a fine of Rs 1 lakh.

Legal Validation and Financial Freezing

Upon securing the conviction, specialized investigative units initiated an exhaustive financial audit. Investigators meticulously mapped out the ownership, construction timelines, and market valuation of the properties amassed by the family during the period of illicit operations.

With the financial trail established, the Competent Authority and Administrator under the SAFEM(FOP)A and NDPS Act in New Delhi formally issued an order confirming the freezing and seizure of the identified assets, effectively dismantling the financial infrastructure built upon narcotics proceeds.
