NEW DELHI — In a significant legal development ahead of the festive season, the Supreme Court has granted permission for the use of certified green firecrackers in the Delhi-National Capital Region (NCR) on November 7 and 8, coinciding with the Diwali celebrations. However, the bench clarified that a complete and strict ban on firecrackers will be automatically restored starting November 9.

According to the apex court's directives, the bursting of green crackers will be strictly restricted to two specific time windows: between 6:00 AM and 7:00 AM, and from 8:00 PM to 10:00 PM on the designated days.

Strict 'No-Cracker Zones' Imposed

The judicial order outlines extensive safety perimeters to protect vulnerable populations. Firecracker use is strictly prohibited within a 300-metre radius of hospitals, nursing homes, primary and district health centers, old-age homes, and all educational institutions. These designated areas will be officially marked on the ground as 'No-Cracker Zones' and heavily publicized by local authorities.

Addressing the ongoing debate between a blanket ban and regulated permissions, the bench noted: "Imposition of a blanket ban seems to be the ideal solution, but the Court is short of adequate data" to definitively conclude whether a total ban serves as the most effective remedy for Delhi's chronic winter pollution.

The judges observed that despite the full prohibition implemented in Delhi-NCR in 2024, air quality index (AQI) readings failed to show any significant, measurable improvement, raising questions about the efficacy of a purely punitive ban without behavioral reform.

Understanding Green Crackers

Engineered by the Council of Scientific and Industrial Research-National Environmental Engineering Research Institute (CSIR-NEERI), green crackers are formulated to produce roughly 30 percent lower particulate emissions compared to conventional pyrotechnics. These alternatives contain substantially reduced levels of heavy chemicals such as barium and aluminum, while utilizing dust-suppressing additives and controlled-burn mechanics.

Enforcement and Public Awareness

The Supreme Court has instructed District Collectors and Commissioners across the NCR to coordinate with Superintendents of Police to establish designated retail outlets for approved green crackers. Authorities must prominently display informative banners at these locations detailing how consumers can authentically verify CSIR-NEERI certification.

Additionally, border checkpoints will rigorously inspect incoming commercial and private transport vehicles to intercept the illegal entry of conventional, highly polluting firecrackers.

Emphasizing that regulatory enforcement alone is insufficient, the court called for a cultural shift in public perception. It recommended that influential public figures, including prominent athletes like Virat Kohli, voluntarily support public awareness campaigns to educate citizens and youth on environmental responsibility.
