The Telecom Regulatory Authority of India has introduced stringent regulations to enhance consumer grievance redressal across all major service providers.

New Delhi Regulations Target Telecom Accountability

Telecom companies operating across the country face rigorous financial disincentives for mishandling consumer grievances, delaying performance reports, or failing to comply with newly enforced regulatory frameworks. The Telecom Regulatory Authority of India (TRAI) has officially introduced the Telecom Consumers Complaint Redressal (Fourth Amendment) Regulations, 2026, marking a decisive shift toward heightened consumer protection and operational accountability.

The updated mandates are designed to enforce faster complaint resolution timelines, mandate round-the-clock customer support infrastructure, and hold major service providers strictly accountable for their service delivery standards.

24/7 Support and Enhanced Digital Access

Under the revised guidelines, designated complaint centres must provide support infrastructure 24 hours a day, seven days a week, effectively replacing the previous 16-hour operational mandate. While automated systems and AI agents are permitted to manage queries, they must maintain appropriate human oversight, with human assistance mandatory for at least 16 hours daily.

In addition to traditional helplines, websites, and portals, consumers will now be empowered to register complaints, file appeals, track service requests, and raise inquiries directly through their respective telecom provider's official mobile application.

Shorter Appeal Windows and Stricter Deadlines

To expedite the resolution lifecycle, the regulatory timeline has been significantly compressed:

* Appeal Window Reduction: The deadline for consumers to file an appeal against a complaint's disposal has been slashed from 30 days down to 15 days. * Appellate Action: The designated Appellate Authority is now legally required to examine grievances, execute resolution measures, and communicate a final decision within 15 days of receiving the appeal. * Accessibility Mandates: Service providers must equip their support centres with dedicated desks and helplines for persons with disabilities, while all digital interfaces—including apps and websites—must adhere strictly to government accessibility guidelines.

Mandatory Oversight and Quarterly Audits

Transparency and performance tracking form the core of the 2026 amendments. Service providers are now mandated to conduct automated online feedback surveys immediately following the resolution of complaints and appeals. Consumers will rate their satisfaction on a comprehensive five-point scale, ranging from "Fully Satisfied" to "Totally Dissatisfied."

Results from these quarterly surveys must be published publicly on company websites and formally reviewed by the Chief Executive Officer or Board of Directors alongside comprehensive quarterly redressal reports.

To ensure rigorous compliance, TRAI has established a Consumer Grievance Redressal Oversight Committee to periodically review each operator's internal mechanism. The regulator retains the statutory authority to conduct independent audits, inspect corporate records, and impose severe financial disincentives for any regulatory breaches or delays in submitting quarterly performance reports.

Significantly, the updated regulations apply broadly to all Internet Service Providers boasting a subscriber base exceeding 10,000 at the end of the preceding financial year, replacing the older financial turnover threshold.
