A Fatal Encounter on Public Roads

LONDON — In a landmark sentencing that has underscored the deadly consequences of reckless driving, two men have been handed a combined 28-year prison sentence following a high-speed street race in northern England. The collision claimed the lives of 27-year-old Justyna Hulboj and her four-year-old daughter, Lena Czepczor, as they walked to school.

The tragedy unfolded in January 2023 along Scott Hall Road, a busy route where the speed limit is 40 mph. According to evidence presented during the trial at Leeds Crown Court, car salesman Jasskamal Riyat, 37, and Hardeep Bhachu, 29, engaged in a spontaneous competitive driving display after pulling up side-by-side at a traffic light.

Investigators established that the two men, both of Indian origin, did not know each other prior to the encounter. Dashboard camera footage recovered from Bhachu's Audi TT RS and a recording on Riyat's phone captured the pair boasting about the horsepower of their respective vehicles—an Audi and a BMW M135i—before accelerating aggressively away from the junction.

Extreme Speed and Loss of Control

Witness statements and digital evidence revealed that Bhachu reached speeds approaching 90 mph in the 40 mph zone. As he attempted to navigate the stretch of road near a local car dealership, Bhachu struck a kerb, completely losing control of the vehicle. The Audi mounted the pavement, striking the mother and child, who died instantly from their injuries.

While Bhachu pleaded guilty in June 2024 to causing deaths by dangerous driving, Riyat contested the charges, denying direct responsibility for the collision. However, extensive CCTV analysis and dashcam footage presented by the prosecution proved that Riyat was actively racing and egging Bhachu on immediately prior to the crash.

Severe Judicial Condemnation

Presiding Judge Ray Singh delivered a scathing rebuke to the defendants during sentencing, emphasizing the incompatibility of high-performance vehicles with public infrastructure.

"A road is not a race track. A powerful car is not an invitation to test its limits on a public road," Judge Singh stated in his remarks. "The consequences of competitive driving at extreme speed can be, and in this case were, irreversible."

Bhachu received a 12-year prison sentence, while Riyat was handed a 16-year term after being convicted of two counts of causing death by dangerous driving. In addition to their custodial sentences, both men were given six-year driving bans and will be mandated to pass extended competency tests before they are legally permitted to operate a motor vehicle again.

Impact on the Community

Detective Inspector Paul Conroy of West Yorkshire Police's Major Collision Enquiry Team reflected on the exhaustive multi-year investigation and the immense grief experienced by the victims' family.

"A woman and her young daughter have died because of the actions of these men, and I know no sentence will ever feel enough to compensate for the lives that have been lost," Conroy said following the verdict.

"This sentencing hearing, though, does mark the end of a long criminal justice process for Justyna and Lena's family. It is over two years since Bhachu admitted his part in this tragic incident, and I know that the wait for justice has taken its toll. My thoughts are firmly with them today."
