Zelensky Conditions Halting Russian Refinery Strikes on Delivery of US Patriot Missiles
Ukrainian President Volodymyr Zelensky says Kyiv will halt attacks on Russian oil refineries if the US supplies critical Patriot interceptor missiles.

Diplomatic Leverages Amid Rising Energy Costs
Ukrainian President Volodymyr Zelensky has outlined a potential breakthrough in diplomatic negotiations, stating that Kyiv would suspend its strategic drone and missile strikes against Russian oil refineries on one key condition: the immediate provision of advanced U.S.-made Patriot interceptor missile systems.
Speaking during an interview on Sunday, Zelensky addressed the central demand of U.S. President Donald Trump, who has pushed to halt mutual energy infrastructure attacks between the warring European nations to help stabilize soaring global energy prices and domestic inflation.
Zelensky revealed he has held multiple conversations with the Trump administration regarding the security impasse. However, he emphasized that Ukraine cannot unilaterally disengage its offensive capabilities without securing its own skies against ongoing Russian bombardments targeting power plants, gas facilities, and electrical grids.
The Patriot Missile Demand
Under the proposed terms, if Washington supplies the necessary Patriot missile systems for a designated period—even with Kyiv financing the procurement independently rather than relying solely on foreign aid—Ukrainian forces would pause strikes on Russian energy infrastructure for an equal duration.
"We asked that we can't not respond after Russia's attack on our energy, after Russia is killing our people," Zelensky told broadcasters. "We said that if you want us not to attack Russia's refineries, they have not to attack our energy system. Another alternative, give us Patriot missiles."
Ukraine has faced severely dwindling supplies of interceptor missiles in recent weeks, making the defense platforms critical to repelling persistent Russian aerial assaults. While the U.S. State Department green-lit the sale of 500 Patriot missiles to Ukraine, officials in Kyiv have warned that standard supply chain deliveries could take years to fully materialize, prompting calls for Western allies to temporarily draw from their own existing stockpiles.
Broader Regional Implications
As fighting continues on the ground—marked by the conclusion of a localized truce in the eastern Kherson region after Moscow declined an extension—diplomatic efforts face renewed scrutiny. U.S.-mediated peace talks between Russian and Ukrainian delegations are slated to resume this month following disruptions earlier in the year caused by broader Middle Eastern escalations.
Despite concerns over how the conditional proposal might be interpreted by Washington, Zelensky dismissed notions that his administration was attempting to leverage the U.S. president improperly, maintaining that transparency remains essential between strategic partners.
