Delhi Lt Governor Sets November Deadline to Streamline Business Regulations and Ease Approvals
Delhi's Lieutenant Governor has set a November deadline for departments to finalize key business deregulation reforms, including streamlined permits and single-window clearances.

Regulatory Push for Capital Businesses
In a decisive push to improve the ease of doing business in the national capital, Delhi Lieutenant Governor Taranjit Singh Sandhu has directed government departments to complete all pending deregulation work by the end of November. The directive follows missed deadlines from earlier in the year, prompting the administration to address bureaucratic bottlenecks and expedite long-awaited administrative changes.
During a comprehensive review meeting, officials noted that out of 23 priority areas identified under Phase-I of the administrative overhaul, 22 have already been successfully implemented. The sole remaining hurdle in this phase involves rationalizing the minimum road width requirements for industrial units located in rural areas.
Phase-II Reforms and Licensing Overhaul
Building on the initial progress, Phase-II of the deregulation drive—launched in January—targets 23 priority sectors and five optional areas. Key measures currently rolling out include the elimination of duplicate trade licenses issued by the Municipal Corporation of Delhi (MCD), the introduction of perpetual registrations for shops and commercial establishments, and exemptions from mandatory physical inspections for electricity connections of up to 200 kW.
These adjustments are designed to minimize repetitive paperwork and significantly cut down the number of mandatory visits entrepreneurs must make to government offices.
Streamlining Building Permits and Approvals
Urban planning and development agencies are also overhauling approval workflows. The Delhi Development Authority (DDA), in coordination with the MCD, is actively revising the Unified Building Bye-Laws of 2016. Under the proposed changes, four critical no-objection certificates—pertaining to water, factory, forest, and pollution departments—would be decoupled from the initial building-plan approval process. While the underlying compliance requirements remain mandatory, the adjusted timeline aims to prevent project gridlocks.
Meanwhile, the Delhi Ease of Doing Business Bill has successfully cleared the Cabinet and has been forwarded to the Union Home Ministry for further enactment. The proposed legislation anchors a centralized single-window clearance system and simplifies compliance procedures specifically tailored for low-risk commercial activities.
Broader Administrative Updates
Complementing the commercial reforms, the administration has issued updated notifications revising legal metrology licensing and infrastructure stipulations for private educational institutions. Furthermore, the Delhi Private University Bill has secured Cabinet approval and is slated for presentation before the Legislative Assembly.
To consolidate municipal governance, officials confirmed that notifications incorporating Delhi's final 48 rural villages into the urban framework have been officially issued, bringing all 357 revenue estates across the capital under urban administration.
Senior officials have been instructed to maintain strict accountability and ensure that all outstanding reform targets are fully met by the November deadline.
