J&K Administration Declares Anantnag Bar Association Polls 'Null and Void' Over Procedural Violations
The Jammu and Kashmir administration has annulled the recent Anantnag Bar Association elections, citing blatant violations of official orders and statutory regulations.

Administrative Action in South Kashmir
The Jammu and Kashmir administration has formally declared the recently conducted elections of the Anantnag district bar association as "null and void, ab initio and non-est in the eyes of law." The drastic measure comes just a day after approximately 700 lawyers participated in the voting process to elect new leadership for the posts of president and secretary.
In an official order issued by the Anantnag District Magistrate, the administration stated that the polls held on October 27 were executed in "blatant violation of orders and official permission."
Statutory Violations and Non-Compliance
According to the district administration, the lawyers' body failed to meet prerequisite legal conditions stipulated under the Societies Registration Act of 1860 (as applicable to Jammu and Kashmir) and the Indian Trust Act of 1882.
Official documents reveal that the bar association neglected to submit vital compliance records, which included:
* A valid registration certificate * The official organization constitution and memorandum * Bye-laws governing internal operations * A comprehensive list of current executive members * Details of members enrolled over the preceding ten-year period * A detailed audited statement of accounts
Furthermore, the district magistrate highlighted that the election process had been explicitly prohibited under prior administrative directives, notably an order issued on January 2, 2025, and a subsequent reiteration via Order No. 62-DCA of 2026 on September 28, 2026.
Civil Society Scrutiny Post-2019
Elections involving civil society organizations, trade unions, employee groups, and bar associations across Jammu and Kashmir have faced heightened administrative scrutiny following the abrogation of Article 370 in August 2019.
However, the political landscape surrounding civil bodies saw a shift after Chief Minister Omar Abdullah assumed office in late 2024, having previously pledged to facilitate the revival and normalization of independent civil institutions, including bar associations and press clubs across the union territory. Despite these broader policy intentions, local authorities maintain that statutory compliance and adherence to district administration permissions remain mandatory for all organizational polls.
