Growing Demand for Total Disarmament

Calls for peace through the complete and unconditional disarmament of all armed groups in conflict-hit Manipur are gaining significant momentum. Civilians across communities are demanding decisive action, arguing that long-term stability remains impossible as long as select factions retain weapons.

Public sentiment increasingly reflects exhaustion with ethnic violence, with ordinary citizens speaking out against being held hostage by armed networks. Analysts and community members alike note that simultaneous, impartial disarmament would expose groups refusing to lay down arms, regardless of their ethnic or community affiliations.

Political Action and 'Operation Manipur'

Responding to mounting civilian appeals, three-time BJP MLA Rajkumar Imo Singh has formally written to the state governor, advocating for a targeted, time-bound security initiative dubbed 'Operation Manipur'. The proposed framework aims to stabilize the border state and recover illicit weaponry.

"Every citizen, irrespective of community, ethnicity or place of residence, deserves to live in safety and dignity under the protection of the law," Singh wrote in his communication to Governor Ajay Kumar Bhalla. The initiative seeks to systematically recover illegal arms and ammunition, dismantle unlawful armed networks, and reinforce security in vulnerable sectors.

Shifting Conflict Dynamics

The security landscape in Manipur has experienced complex shifts over recent years. While the initial phase of the prolonged ethnic unrest primarily involved clashes between the valley-dominant Meitei community and hill-settled Kuki tribes—resulting in over 260 casualties—recent flare-ups have also involved tensions between the Naga and Kuki tribes.

Historical precedents underline the fragility of the region, noting previous conflicts over land in the early 1990s. Lawmakers emphasize that restoring public confidence requires a sustained commitment to the rule of law, preventing the resurgence of violence, and ensuring that no armed faction is permitted to operate outside constitutional frameworks.
