Defence Ministry's HQ IDS Partners with Sarvam AI to Supercharge Tri-Service Capabilities
HQ IDS and AI firm Sarvam have signed an MoU to develop sovereign AI applications for the Indian Army, Navy, and Air Force.

Strategic AI Integration for India's Armed Forces
NEW DELHI — In a major push toward technological self-reliance, the Headquarters Integrated Defence Staff (HQ IDS), operating under the Ministry of Defence, has signed a landmark Memorandum of Understanding (MoU) with domestic artificial intelligence firm Sarvam. The agreement aims to embed advanced AI applications across the Indian Army, Indian Navy, and Indian Air Force, marking a pivotal shift in the nation's military modernization strategy.
The framework extends comprehensively to all joint, tri-service, and integrated organizations under the HQ IDS umbrella. Under the terms of the pact, Sarvam is tasked with designing, developing, and deploying cutting-edge AI tools tailored for operational maneuvers, tactical training, and complex decision-support requirements across all three branches of the armed forces.
Driving Atmanirbharta in Military Tech
Industry experts note that this collaboration is a critical step forward in the central government's ongoing drive toward Atmanirbharta (self-reliance) in defense manufacturing and indigenization. As modern warfare increasingly relies on digital infrastructure, artificial intelligence has become as crucial to military capability as the physical platforms it powers.
By unifying efforts under HQ IDS, the military aims to establish a shared digital ecosystem. The three services and joint organizations will gain access to standardized foundation models, advanced agentic infrastructure, and specialized geospatial and perception systems. Crucially, this integrated approach ensures that doctrines and operational lessons learned by one service can seamlessly benefit the others.
Sovereign Infrastructure and Human Oversight
The initiative directly aligns with the Ministry of Defence's strategic directives on military AI. Key focus areas include robust decision support, automated target acquisition, and seamless data fusion across the entire sensor-to-shooter loop.
Despite the advanced automation capabilities, defense officials emphasized that strict human oversight will be retained on all critical operational decisions, ensuring that command authority remains firmly in human hands. Furthermore, the entire AI layer will be built natively in India and deployed exclusively on secure, sovereign infrastructure.
Pratyush Kumar, Co-founder of Sarvam, highlighted the gravity of the partnership, stating, "Sarvam exists to build AI in India, for India. To work with the three Services on the nation's defence is an honour and a privilege. We are grateful to HQ IDS for its trust."
Chanakya Division Spearheads the Effort
The technological execution of the pact will be led by Chanakya—Sarvam’s dedicated, firewalled division specializing exclusively in national security and defense applications. This division will deploy Sarvam's proprietary AI stack, including advanced foundation models such as Sarvam 105B, to meet the stringent security and operational demands of India's military leadership.
